US Congress resolution means international pressure on regime will only increase

On 21 April 2021, the US House of Representatives overwhelmingly passed a resolution "On supporting the democratic aspirations of the people of Belarus and condemning the election machinations and subsequent repression of peaceful protesters by the illegitimate Lukashenko regime". This document reaffirms, updates and extends the provisions of the "Belarus Democracy, Human Rights and Sovereignty Act" adopted at the end of 2020.

It is stressed that the House of Representatives does not recognise the results of the 9 August elections, does not consider Lukashenka to be a legitimate head of state and calls for new fair elections under the auspices of the OSCE and without external interference. The resolution demands the immediate release of political prisoners, an end to violence, and the protection of civil society advocating a peaceful transition of power through open and constructive dialogue.

Separately, it is emphasised that financial procedures relating to public debt service and public procurement need to be reviewed. The adoption of the resolution by the US Congress means that international pressure on the regime because of the ongoing repression will increase.

The NAM welcomes the provisions of the resolution on the necessity of further coordination between the US, EU countries, the UK, Canada and other states to support the democratic movement in Belarus, including the adoption of targeted sanctions against those who have violated human rights and falsified election results, as well as against Belarusian state enterprises where workers' rights were violated in the context of protest actions.

Democracy, human rights and the rule of law are preconditions for strengthening the sovereignty and territorial integrity of the Republic of Belarus.
