The Regime Will Not Escape Sanctions

Just hours before the European Union's final approval of sanctions against the Lukashenko regime, a meeting took place at the European Commission headquarters in Brussels between Pavel Latushka, Deputy Head of the United Transitional Cabinet of Belarus and Head of the National Anti-Crisis Management, and Ambassador David O'Sullivan, the EU Special Envoy for Sanctions.

Expanding on the EU sanctions package against Russia adopted a few days prior, Pavel Latushka presented several proposals to Ambassador O'Sullivan aimed at strengthening the impact of sanctions against the Lukashenko regime.

Pavel Latushka outlined the following key issues and suggestions for enhancing the EU's sanctions policy:

  1. Isolate key Belarusian banks and subsidiaries of Russian banks operating in Belarus by closing their correspondent accounts with EU banks.

  2. Introduce sanctions against institutions of the Union State of Belarus and Russia. This entity is organizing the deportation of Ukrainian children to Belarus and undermines Belarusian sovereignty and independence.

  3. Introduce sanctions against propaganda media outlets that justify the aggression against Ukraine and mass repressions in Belarus.

  4. Impose sanctions on assets linked to Lukashenko located outside of Belarus, which currently remain unrestricted.

  5. Harmonize trade sanctions against the Lukashenko regime with those imposed against Russia.

  6. Restrict the transit of sanctioned goods through Belarusian territory. Currently, these goods are often disguised as "false transit" and ultimately end up in Belarus and Russia.

  7. Decouple the implementation of personal and economic sanctions. Personal sanctions targeting military personnel, members of repressive structures, judges, officials, and other regime representatives can be introduced in waves several times a year.

  8. Ensure sanctions are not applied solely based on Belarusian citizenship.
